    Q.14 We are hearing regularly from traders that are trying to find a list of Transit agents, can a list of intermediaries that are approved as transit consignee/consignor be published please.

    Q.13 How are HMRC managing importation from EU where exporter does not have REX authorisation and the overall exportations are projected at over 6k Euro per annum?
    A. https://www.gov.uk/government/publications/rules-of-origin-for-goods-moving-between-the-uk-and-eu contains detailed guidance on statements of origin see section 2.3.2. They will usually be identified on the statements of origin by their Exporter Reference Number (ERN) for EU exporters this is the REX. Where an Exporter's Reference Number has not been assigned the exporter may indicate its full address under the part 'Place and Date'.

    Q.12 Has the GEFS Note for Guidance been updated to reflect composite EHCs 8281/2 guidance changes?
    A. The composite Export Health Certificates (EHCs) are up to date and the guidance for the Groupage Export Facilitation Scheme (GEFS) reflects the fact that the scheme can be used to support the composite product export to/transits through the EU.

    Q.11 Among all the possible hurdles around SPS formalities that you mentioned, do we know which ones are causing the majority of turnbacks/con compliance occurrences? That will help us issue targeted advice and reminders to our members and their partners.
    A. For Animals and Products of Animal Origin, we have had minimal reports of turnbacks for certification reasons. We don't have a precise break-down for the reasons why some consignments have experienced delays at EU BCPs but ancedotal evidence, including that provided to us in meetings with EU Member State competent authorities, are that hauliers have arrived without a signed EHC, in some cases, and in a number of cases their agents or trading partners in the EU have neglected to pre-notify the BCP. 
    For Plants, goods are generally flowing as expected between GB and EU. Any individual issues are being resolved as they arise and common issues communicated with stakeholders. We would remind all exporters of plants and plant products to ensure they have checked whether a phytosanitary certificate is required for entry to the EU, and if one is, to make an application to the relevant plant health service as early as possible. On imports, we are supporting businesses with advice and guidance as we transition into the new GB plant health regime, and liasing closely with our EU counterparts to address issues as soon as they are identified.

    Q.10 Are you aware of any problems with CHIEF on exports? A couple of companies are reporting to us they are not receiving a message back from CHIEF following the submission of a declaration. It is not clear whether this is a software provider or CHIEF problem. I submitted the question a couple of days ago and have not seen anything on the forum yet. This is a business critical issue.
    A. CHEIF is working to design with no problem raised with HMRC though we have flagged stakeholder reports and would be keen to receive any examples of where problems might be occurring.

    Q.9 What is the treatment of exporters who do not have REX approval when these goods are imported into the UK.

Where an Exporter's Reference Number has not been assigned the exporter may indicate its full address under the part 'Place and Date'.
    Please also note that a claim can alternatively be made after the importation provided it is made within 3 years of the date of importation and accompanied with a valid proof of origin. In those circumstances any duties would be repaid to the importer. In the UK, a claim for duties to be repaid is made using Form C285.

    Q.8 We are hearing there are issues with CHIEF / French systems links causing data to not transfer. Why is this happening?

    We are aware of possible delays when moving goods under transit/CTC into Calais-port or Dunkirk where the Office of Transit included included on the declaration is different to the actual port of arrival in France eg. Calais-port was included on the declaration but on check-in at Dover, the haulier decided to take a crossing that arrives in Dunkirk. 
    Under these circumstances, you may experience some delays on arrival in France and be routed to orange lanes to allow the completion of the Office of Transit formalities through emergency procedures to address the error message sent between the 2 NCTS systems.
    HMRC are working with the French Customs on this issue to make improvements as quickly as possible.
